From Assessment to Action: Stakeholder Engagement Workshop Drives Cambodia’s Low Carbon Building Agenda

Phnom Penh, Cambodia, July 22, 2025 – The Global Green Growth Institute (GGGI) Cambodia, in collaboration with the Ministry of Land Management, Urban Planning, and Construction (MLMUPC), conducted a Stakeholder Engagement Workshop under the Asia Low Carbon Buildings Transition (ALCBT) project.

Titled “From Assessment to Action,” the workshop brought together over 60 participants, including government officials, building developers and owners, industry associations, and technical experts. The event served as a platform to share the project’s key findings from energy and carbon assessments conducted on 90 buildings across Phnom Penh and Kandal Province since April 2025.

The workshop was opened by H.E. Ros Salin, Secretary of State of MLMUPC and Dr. Mallé Fofana, Asia Regional Director and Head of Programs at GGGI stating: “Transitioning to low-carbon buildings is not only critical for reducing emissions, but also for lowering operational costs and enhancing comfort for building users. Through building energy assessments and tailored efficiency measures, we can identify actionable solutions that benefit both the environment and the economy.”

During the Q&A session, participants shared feedback and opportunities for further collaboration and wider participation in the building assessment initiative. The workshop concluded with closing remarks from H.E. Ros Salin, who reaffirmed MLMUPC’s commitment to promoting green and resilient buildings in Cambodia.

This stakeholder engagement marked a significant milestone towards data-driven decision making, employing technical assessments for policy action, laying the foundation for Cambodia’s low-carbon building standards and unlocking investment-ready retrofit projects.

About the Asia Low Carbon Building Transition (ALCBT) Project

The ALCBT Project is a five-year initiative (2023-2028) that seeks to reduce GHG emissions by catalyzing nationwide transitions towards low-carbon buildings in five Asian countries: Cambodia, India, Indonesia, Thailand, and Vietnam. Funded by the Government of Germany’s Federal Ministry for Economic Affairs and Climate Action (BMWK), through the International Climate Initiative (IKI), the project is being implemented by a consortium led by GGGI and comprising the ASEAN Center for Energy (ACE), Energy Efficiency Services Limited (EESL), and HEAT International.

In Cambodia, the project works in close collaboration with the Ministry of Land Management, Urban Planning, and Construction (MLMUPC) as the government counterpart. The project will institutionalize a building carbon assessment tool, integrate it with national energy codes, and support the country’s climate targets outlined in the NEEP and NDCs.
