GGGI Highlights Pathways for Kerala’s Low-Carbon Energy Transition at Vision 2031 Seminar

Palakkad, India, 24 October 2025 — The Government of Kerala convened the State-wide Seminar on Vision 2031: A New Direction for Kerala’s Energy Sector in Palakkad, graced by Mr. K. Krishnankutty, Hon’ble Minister for Electricity, Government of Kerala.

Representing the Global Green Growth Institute (GGGI), Mr. Ashok Bonam, Asia Regional Project Coordinator of the Asia Low-Carbon Buildings Transition (ALCBT) project, shared insights and recommendations during the panel discussion on “Responsible Use of Energy.”

The panel brought together senior experts including Prof. V.K. Damodaran, Founder, EMC; Mr. Hari Subhash Kumar, Head (State), Association for Social Activities and Reforms (ASAR); Mr. Sumedh Agarwal, Director, Alliance for an Energy Efficient Economy (AEEE); and Mr. Mallik E.V., Senior Associate, Centre for Study of Science, Technology and Policy (CSTEP). The session was moderated by Dr. Harikumar Ramadas, Director, Energy Management Centre Kerala.

“Kerala’s Vision 2031 can be realized through an integrated low-carbon transformation anchored in policy innovation, green finance, and scalable demonstration models that drive green investments and job creation in the built-environment sector,” said Mr. Bonam.

He further emphasized the role of the Asia Low-Carbon Buildings Transition (ALCBT) project in demonstrating how linking policy, finance, and technology, while strengthening partnerships between government, development agencies, and the private sector, can accelerate the state’s transition toward a resilient, energy-secure, and net-zero-ready future.

About ALCBT

The Asia Low Carbon Buildings Transition (ALCBT) Project is a five-year initiative (2023-2028) that seeks to reduce GHG emissions by catalyzing nationwide transitions towards low-carbon buildings in five Asian countries: Cambodia, India, Indonesia, Thailand, and Vietnam. Funded by the Government of Germany’s Federal Ministry for Economic Affairs and Climate Action (BMWK), through the International Climate Initiative (IKI), the project is being implemented by a consortium led by GGGI and comprising the ASEAN Center for Energy (ACE), Energy Efficiency Services Limited (EESL), and HEAT International.

In India, the project operates under the guidance of the Ministry of Housing and Urban Affairs (MoHUA). Capacity building efforts in the country will benefit over 2,000 individuals, including government officials, architects, engineers, building developers and owners, ESCOs, financial institutions, material manufactures, and technology providers, to promote low carbon building design and sustainable practices.
