Cambodia Hosts Stakeholder Workshop on Low-Carbon Building Energy Assessments

Phnom Penh, Cambodia, May 20, 2025 – The Asia Low Carbon Buildings Transition (ALCBT) project in Cambodia hosted a stakeholder engagement workshop at the Ministry of Land Management, Urban Planning and Construction (MLMUPC) to promote building participation in energy assessments across Phnom Penh and Kandal.

The workshop gathered more than 80 participants, including building owners and developers, industry associations, energy auditors, members of the Project Implementation Unit, and officials from MLMUPC. It provided an opportunity to gain a deeper understanding of the project’s scope, methodology, and intended outcomes for energy assessments.

As part of its ongoing work, the ALCBT project is developing a national building registry in Cambodia, which involves conducting energy assessments of 250 buildings across Phnom Penh and Kandal. These assessments aim to establish a baseline for both operational and embodied carbon in the building sector.

Presentations covered an introduction to the ALCBT Project and its implementation in Cambodia, a detailed overview of the energy assessment methodology, the assessment team’s role, and the benefits for participating buildings. The agenda also featured insights on the low-carbon building training program, which offers professional training opportunities for local stakeholders.

Participants also learned about ways to engage with and benefit from the project, such as receiving free energy assessments for their properties and joining specialized training on low-carbon building practices.

In addition, up to 20 building owners will have the opportunity to participate in piloting a low-carbon assessment tool over the next three years, supporting the broader adoption of sustainable building practices in Cambodia.

About the Asia Low Carbon Building Transition (ALCBT) Project

The ALCBT Project is a five-year initiative (2023-2028) that seeks to reduce GHG emissions by catalyzing nationwide transitions towards low-carbon buildings in five Asian countries: Cambodia, India, Indonesia, Thailand, and Vietnam. Funded by the Government of Germany’s Federal Ministry for Economic Affairs and Climate Action (BMWK), through the International Climate Initiative (IKI), the project is being implemented by a consortium led by GGGI and comprising the ASEAN Center for Energy (ACE), Energy Efficiency Services Limited (EESL), and HEAT International.

In Cambodia, the project works in close collaboration with the Ministry of Land Management, Urban Planning, and Construction (MLMUPC) as the government counterpart. The project will institutionalize a building carbon assessment tool, integrate it with national energy codes, and support the country’s climate targets outlined in the NEEP and NDCs.
