Low Carbon Buildings Training Program for Financial Sector in Cambodia
Phnom Penh, Cambodia, September 16, 2025 – The Global Green Growth Institute (GGGI), in partnership with the Institute of Technology of Cambodia (ITC), and in collaboration with the Association of Banks in Cambodia (ABC), organized a Low Carbon Building (LCB) Training for Cambodia’s financial sector on September 15-16 at ITC in Phnom Penh.
The two-day training, part of GGGI’s Asia Low Carbon Building Transition Project (ALCBT) project and designed for members of ABC’s Committee on Sustainable Finance, brought together more than 30 participants for interactive sessions to strengthen technical and financial knowledge on low carbon buildings. The program also aims to support the establishment of a Green Finance Network and foster a professional community equipped to advance sustainable financing in the building sector.
Participants engaged in sessions covering Cambodia’s energy landscape, building efficiency programs, net-zero and low-carbon concepts, energy-efficient design, sustainable cooling, carbon accounting, and financing models such as ESCO business models and green public procurement. Practical discussions on energy audits, embodied carbon, and operational energy optimization complemented the technical content.

Reflecting on the experience, Mr. Kry Phirom, Business Insight & ESG, Canadia Bank, said that the training deepened his understanding of low-carbon buildings and their benefits. He noted that learning how banks can support green projects through innovative financial product would be highly useful for his work in promoting sustainability and enabling his bank to integrate carbon reduction goals.
Ms. Chan Sochinda, Head of Business Development at the Association of Banks in Cambodia, shared that the training enhanced participants’ awareness and understanding of low-carbon building design, construction, operation, and financing. She emphasized their critical role in reducing carbon emissions while fostering a professional network committed to integrating low-carbon principles into both building and finance practices.
Through this program, participants explored the economic and environmental benefits of low-carbon buildings, laying the groundwork for more informed investment decisions and policy advocacy that align with climate goals.
The training concluded with participants gaining not only technical knowledge but also a stronger sense of their role in financing Cambodia’s low-carbon transition. By building capacity within the financial sector, this training program lays important groundwork for future investments in sustainable buildings that support Cambodia’s National Energy Efficiency Policy and NDC 3.0 targets.

About the Asia Low Carbon Building Transition (ALCBT) Project
The ALCBT Project is a five-year initiative (2023-2028) that seeks to reduce GHG emissions by catalyzing nationwide transitions towards low-carbon buildings in five Asian countries: Cambodia, India, Indonesia, Thailand, and Vietnam. Funded by the Government of Germany’s Federal Ministry for Economic Affairs and Climate Action (BMWK), through the International Climate Initiative (IKI), the project is being implemented by a consortium led by GGGI and comprising the ASEAN Center for Energy (ACE), Energy Efficiency Services Limited (EESL), and HEAT International.
In Cambodia, the project works in close collaboration with the Ministry of Land Management, Urban Planning, and Construction (MLMUPC) as the government counterpart. The project will institutionalize a building carbon assessment tool, integrate it with national energy codes, and support the country’s climate targets outlined in the NEEP and NDCs.
