Training on Lifecycle Carbon Assessment Using the Building Emission Assessment Tool (BEAT) in Cambodia

Phnom Penh, Cambodia, September 30, 2025 – The Global Green Growth Institute (GGGI) and HEAT International jointly organized a training on lifecycle carbon assessment using the Building Emission Assessment Tool (BEAT), in collaboration with the Institute of Technology of Cambodia (ITC). The training brought together around 50 participants, including policymakers, government officials, building developers, architects, building owners, banks, and energy auditors.

BEAT is a web-based platform that enables stakeholders across the building sector to assess and manage carbon emissions throughout a building’s life cycle, supporting data-driven decisions for more sustainable construction.

The training aimed to strengthen Cambodia’s capacity to pursue low-carbon pathways in the building sector by equipping participants with both knowledge and practical skills to apply BEAT in their professional work. The event was delivered as part of the Asia Low Carbon Buildings Transition (ALCBT) Project, which aims to accelerate nationwide building sector decarbonization through innovative tools, policies, and capacity building.

Participants gained practical knowledge and hands-on experience on: 

  • The concept of embodied carbon and the importance of BEAT as a practical tool to assess and manage both embodied and operational carbon of a building.  
  • A comprehensive walkthrough of BEAT, including methodology, data requirements, and the use of Environmental Product Declarations (EPDs).  
  • Practical exercises on analyzing operational and embodied carbon, interpreting results, and applying the tool to real-world case studies. 

His Excellency Dr Mony MOM, Director General,  General Secretariate for the National Council for Building Technical Regulations (NCBTR) in Cambodia, highlighted: “As one of the leaders of the public institution, the National Council for Building Technical Regulations, this training deepens my understanding of the Low Carbon Building, in turn, it enables me to make right decision when we develop and implement our Technical Regulation(s) for the LCB for Cambodia.”

Interactive discussions highlighted current challenges, such as the lack of verified EPDs in Cambodia, and explored potential pathways to address these gaps. The training concluded with reflections on the future of BEAT beyond the ALCBT project, followed by a certificate distribution ceremony.

About the Asia Low Carbon Building Transition (ALCBT) Project

The ALCBT Project is a five-year initiative (2023-2028) that seeks to reduce GHG emissions by catalyzing nationwide transitions towards low-carbon buildings in five Asian countries: Cambodia, India, Indonesia, Thailand, and Vietnam. Funded by the Government of Germany’s Federal Ministry for Economic Affairs and Climate Action (BMWK), through the International Climate Initiative (IKI), the project is being implemented by a consortium led by GGGI and comprising the ASEAN Center for Energy (ACE), Energy Efficiency Services Limited (EESL), and HEAT International.

In Cambodia, the project works in close collaboration with the Ministry of Land Management, Urban Planning, and Construction (MLMUPC) as the government counterpart. The project will institutionalize a building carbon assessment tool, integrate it with national energy codes, and support the country’s climate targets outlined in the NEEP and NDCs.
